1983: Initiative to fingerprint children

Throughout his 2nd term, McConnell had made the most of the issue of missing and exploited children. Working with widely known national spokesperson John Walsh (whose 6-year-old son had been abducted and decapitated), he championed an initiative to fingerprint children, held statewide hearings, and created a task force that helped him develop legislation that would publicize the issue, enhance prevention, and strengthen penalties. McConnell took the plan to Frankfort, secured the sponsorship of Democratic Speaker of the House, and lobbied for its passage, which happened in 1984.

He sincerely believed in the issue, but it did not hurt that it was also politically popular. His efforts in the field drew national attention, won praise from the press, and gave him a good reason to travel widely across Kentucky.

Voted YES on killing restrictions on violent videos to minors.

Vote to kill an amendment that would prohibit the distribution of violent video programming to the public during hours when children are reasonably likely to comprise a substantial portion of the audience. Voting YES would kill the amendment proposing the new restrictions. Voting NO would suport the amendment proposing the new restrictions.
