Update education delivery with competition & accountability

The implementation of No Child Left Behind has yielded both positive and negative consequences. We must find ways to build on the successes of NCLB and address the flaws. Education delivery systems must be updated and re-engineered for a new century and must be made accountable for results. An old style, bureaucratic model based on protecting the status quo for unions and system insiders must be exposed to competition so parents and students can respond in ways that will reward innovation and results. Support voluntary prayer in public schools

Support national standards and testing of public school students.
Support teacher testing and reward with merit pay.
Endorse voluntary prayer in public schools.
Require public schools to administer high school exit exams.
Support sexual education programs that include information on abstinence, contraceptives, and HIV/STD prevention methods.

Dykstra voted for HB 1217 (Bill Passed 46-24): An Act to provide for the clarification of sexual abstinence instruction.
