Q: Should we appropriate $300 million out of the surplus to help fight AIDS in Africa? A: I’m the author of 3 AIDS bills that have given a quality of life to millions of people. I raised the first million dollars net for the Pediatric AIDS Foundation.
We need to do everything we can to help people with their health care problems. We have a lot of nonprofit organizations that would gladly go over there and help our brothers and sisters in Africa. If we don’t do that, we’re not a great nation anymore.

US should not police the world; but should police Europe

Sudan: civil war not a US threat; terrorism is
Our approach to other nations in civil war must be matched to the threats to American national interest. I abhor the regime in Khartoum. The US has imposed a range of sanctions on that regime, to deal with a deplorable situation that does not affect our
vital national interests directly. When the threat increases to the point where US interests are directly affected, we take appropriate action. When we determined that Sudan supported terrorists attacking the US, [I supported] a cruise missile strike.

Support self-determination morally, not militarily
Morally, this country has always supported self-determination of peoples. We stand for justice around the world. But the need for self-determination declines as nations recognize basic democratic principles that protect the rights of majorities and
minorities. We do not need to be directly and materially involved in struggles for other people’s independence. We encourage nations to resolve their issues peacefully; a good example is the “Velvet Divorce” that created the Czech and Slovak Republics.

Russia should focus on their economy, not on US
I support a transition to democracy in Russia, on the belief that a democratic Russia would join and support democratic countries around the world. I am extremely dismayed that Russia’s political leaders are trying to deflect the attention of the Russian
people from their failures in fixing the Russian economy. It was disturbing that President Yeltsin used Cold War rhetoric to threaten the West [in Kosovo], at a time when his country desperately needs more Western support.

Russia is acting as aggressively as Serbia
For the Russians to object to NATO’s actions to stop an aggressive dictator in Europe is pure hypocrisy. For example, the Russians fully supported two assassination attempts against President Shevardnadze. Russia has four military bases on Georgian
territory which it refuses to vacate! Russia is busy partitioning Moldova; maintaining a puppet regime in Tajikistan; supporting the Armenian occupation of Azerbaijan; and undermining the economies and societies of the independent Baltic countries.

Push Japanese reforms to keep rest of Asia stable
Since 75% of total Asian GDP resides in the Japanese economy, there is no question who provides the engine of growth in that region. But how much longer can the rest of Asia await a Japanese recovery before other Asian countries begin to face economic
depression? [We should continue] battering down the barriers to increased market access in Japan. The way I see it, the Japanese crisis has been eight years in the making, imploding under the weight of its own shaky financial structures.

For example, A generation from now, no one is going to say we did too much to help the nations of the former Soviet Union safeguard their nuclear technology and expertise. If the funding cuts in this bill were to become law, future generations would certainly say we did too little and that we imperiled our future in the process.

Excerpts from Letter from 73 Senators to Secretary of State Kerry We are deeply concerned by the decision of the Palestinian President Mahmoud Abbas to seek membership in the International Criminal Court (ICC), because the Palestinian Authority is not a state and its express intent is to use this process to threaten Israel.
Pres. Abbas' effort contravene the spirit of earlier agreements between Israel and the Palestinian Authority and erodes the prospect for peace. Therefore, the US must make clear that joining the ICC is not a legitimate or viable path for Palestinians.
Israel is a major strategic partner of the US and is facing increasing pressure from those who seek to delegitimize its very existence. The only realistic and sustainable path to resolving the Israeli-Palestinian conflict is through direct negotiations between Israel and the Palestinians.

The ICC prosecutor is exploring a request by the Palestinian National Authority to prosecute Israeli commanders for alleged war crimes committed during the recent actions in Gaza. Palestinian lawyers maintain that the Palestinian National Authority can request ICC jurisdiction as the de facto sovereign even though it is not an internationally recognized state. By countenancing Palestine's claims, the ICC prosecutor has enabled pressure to be applied to Israel over alleged war crimes, while ignoring Hamas's incitement of the military action and its commission of war crimes against Israeli civilians. A resolution condemning the Government of Iran for its state-sponsored persecution of the Baha'i minority in Iran and its continued violation of the International Covenants on Human Rights.
- Whereas since 1982, Congress declared that it deplored the religious persecution by the Government of Iran of the Baha'i community and would hold the Government of Iran responsible for upholding the rights of all Iranian nationals, including members of the Baha'i faith;
- Whereas in November 2007, the Iranian Ministry of Information in Shiraz jailed three Baha'is for educating underprivileged children and gave them 4-year prison terms, which they are serving;
- Whereas they were targeted solely on the basis of their religion;
- Whereas, on January 23, 2008, the US Department of State released a statement urging the Iranian regime to release all individuals held without due process and a fair trial, including the 3 young Baha'is being held;
- Whereas in March 2008,
Iranian intelligence officials arrested and imprisoned seven members of the coordinating group for the Baha'i community in Iran, on charges of 'espionage for Israel, insulting religious sanctities and propaganda against the Islamic Republic';Whereas these seven Baha'i leaders were targeted solely on the basis of their religion; and
- Whereas the Government of Iran is party to the International Covenants on Human Rights:
