John Hagelin on Foreign Policy
Shift foreign aid from military basis to know-how basis
- Hagelin supports the following statements regarding foreign aid:
- Aid should be granted to countries when disasters threaten civilian lives; when it is in the security interests of the US; and to close allies of the US.
- The IMF should be restructured so that it can respond to international financial crises more effectively
- He would “create an immediate shift in US foreign policy away from military aid toward a more life-supporting policy based on the exportation of US know-how.”
Ease off Iraq; maintain Israeli peace process
- Hagelin supports the following statements regarding the Middle East:
- Take military action against Iraq only as part of an international effort.
- End the economic embargo against Iraq.
- Continue to lead the peace process between Israel and the Palestine Authority.
- Hagelin would “establish a ‘prevention wing’ within the military-a group whose primary purpose would be to prevent the outbreak of war and to preserve and strengthen national and international peace.”
Pay debt to UN; diplomacy with Cuba
- Hagelin supports the following statements regarding foreign policy:
- The US should pay its debt to the United Nations.
- The US should have full diplomatic relations with Cuba
- The US should not maintain ground troops in the Kosovo province.
- Full diplomatic relations with China but not with Taiwan.
- Cooperate on threat reduction with Russia and maintain ABM Treaty
Change from defense-based foreign aid to development-based
The US is feared by every country because we’ve become the largest exporter of weapons in the world. Our foreign aid is two-thirds military aid, redeemable as coupons to our arms manufacturers for weapons. It’s an inside-the-beltway deal, a way for
our government to finance the defense industries by giving aid which is in terms of weapons. I’d turn our foreign policy toward the export of US know-how that can get developing countries on their own two feet.
US is the merchant of death through arms sales
By exporting a legacy of death we have created the seed of resentment in the world. It’s for this reason that we have become the principle target of terrorism in the world. It’s not because we stand for freedom,
it’s not because we stand for democracy, but because we are the largest exporters of the most advanced and deadly weapons. These are weapons designed to maim, indiscriminately, men, women, and children. We arm both sides of regional conflicts.
US needs life-supporting foreign policy.
We need to shift toward a more life-supporting foreign policy to provide a more prosperous and harmonious world family. We’d be beneficiaries of this because, rather than having to support many nations, we’d become dynamic
trade partners and reap the fruit of goodwill, preventing the birth of an enemy everywhere. We’d also get a peace dividend at home.
Peace-keeping technology needed, without guns.
We should have a true peace-keeping force, equipped with technology to create a tangible influence of peace instead of just marching around carrying rifles. Perhaps you can keep a lid on the violence with rifles while you’re
there, but the moment you leave, if anything you’ve contributed to the tensions in the area, and inevitably the violence will re-erupt.
Bring troops home; defend from within our borders
We are living in a shrinking world, like it or not. In our information-based society, the world is getting smaller and smaller. I don’t think that we can withdraw from it, that we can bring our troops
home and keep them on the border. The best way to protect the country is to prevent an enemy from arising through a foreign policy that’s more life-supporting.
