Q: What would your policy toward China be, especially in light of yesterday’s vote on permanent normal trade relations? A: We’d get the U.S. out of the IMF [International Monetary Fund] and stop giving to the World Bank.
We’d stop Communist Chinese influence in places like Vancouver, the Bahamas, and Panama.

Strong defense but less involvement abroad
Q: You have supported U.S. involvement in anti-Communist civil wars in places like Angola and Central America. Would you be willing to send U.S. troops into direct combat with the Chinese over control of operations of the
Panama Canal? A: I believe in a strong defense. But I believe the use of American military power should be severely limited. For instance, we shouldn’t kill people for oil in Iraq, especially since God has granted
the United States so much oil of its own. But we should defend our own hemisphere. As for Angola, I have not supported a military presence. We are trying to get the U.S. government to stop aiding the interests of the
Communist government there simply because of oil. Just like we should stop funding the homosexual movement, we should stop supporting corrupt governments.

Foreign aid is unconstitutional
Phillips says, “Foreign aid is unconstitutional.” He would eliminate foreign aid funds to all current recipient countries, and would eliminate funding for AID, IMF, the World Bank, and NATO & UN Peace Keeping Missions.

Reduce federal foreign policy role
Phillips supports the following principles regarding foreign policy:- The US should end the economic embargo against Iraq
- The US should not continue to play a prominent leadership role in the peace process between Israel and the Palestine
Authority
- The US should not commit military troops to United Nations peacekeeping missions
- The US should withdraw completely from the United Nations
- The US should recognize and extend full diplomatic relations to Taiwan

Panama Canal: Keep US in; keep China out
I will act to restore an appropriate US military presence at the isthmus of Panama and to remove the burgeoning influence of Communist China which, thanks to the indolence and indifference of the Congress
and the conniving of President Clinton, now controls ports at both ends of the canal and has gained a supposed right to acquire significant military facilities which we have gratuitously abandoned.
