Ensure health access for medically-uninsurable individuals

Authorizes appropriations for FY 1988-90.
Requires States to use the funds to
operate qualified risk pools to insure medically uninsurable individuals.
Limits to 10% the amount of the funds which may be used for administration & requires States to pay from non-Federal sources the remaining costs of administering the funds.

Provide catastrophic illness coverage through Medicare
Sen. Quayle co-sponsored S.592 (with 18 others): The Medicare Catastrophic Illness Coverage Act:
Amends Hospital Insurance of the Medicare program (Part A) to remove durational limitations on the coverage of inpatient hospital services.
Amends Supplementary Medical Insurance of the Medicare program (Part B) to cover the amount by which an enrollee's out-of-pocket expenses exceed $2,000.
Provides coverage of post-hospital extended care services for up to 100 days each year.
