2020 Election: Our democracy has held

In her op-ed, Rice said that after Biden's victory and the rejection of the Trump campaign's lawsuits, "our democracy has held."

"Perhaps only when the stars are optimally aligned -- when voters turn out in huge numbers, when the outcome is not close, when state and local officials and the courts adhere to the rule of law, when foreign interference is thwarted, when the media behaves responsibly and when people remain peaceful -- can our democracy endure its greatest tests."

Make Domestic Policy Council like National Security Council

The idea is for Rice to reshape the Domestic Policy Council, or DPC, so it operates more like the more prestigious National Security Council, which she oversaw during the Obama administration. Biden is banking on Rice's blunt style and her experience coordinating policy across a sprawling bureaucracy. "If she's not in a meeting, she will bust through the door," a senior transition official said. "And everybody knows that, including Joe Biden."

Create principals committee of domestic cabinet secretaries

Though the council was created with the intention of being on par with the national security council, it traditionally has had a lower public profile. Rice is expected to be more of a force and her appointment creates a new power center in the West Wing. She has discussed replicating some elements of the national security council in her new role, including a principals committee of cabinet secretaries and others that could bring more structure to domestic policymaking.

Susan Rice recounts her own experience of working through three transitions, including from Obama to Trump. She describes how she "laid out in depth the numerous challenges (Trump) would confront immediately--from the campaign to defeat the Islamic State to threats posed by Russia, China, Iran and North Korea. I stressed the need to be prepared for less obvious threats, like the potentially catastrophic collapse of the Mosul Dam in Iraq and pandemic disease."

The reaction from˙Trump and his people was typical both in its arrogance and blithe disinterest.

Rice notes that in the current "transition phase," Trump's people have denied the Biden team access to intelligence briefings with respect to national security threats, COVID-19, and related economic issues.
